Senate Republicans Back Trump's Call to Overhaul Affordable Care Act

US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the lengthiest closure of the US government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend session got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Opposition lawmakers expressed alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Some analysts suggested that the core of such a plan would eliminate the ACA's requirement that carriers cover individuals with existing health issues.

After his resort visit, Trump went back to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that failed to secure enough backing in 2017.
