Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are delivered from different nations. Immense energy is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Not long after, a automatic firearm engaged a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House believes that it is unfeasible to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
